hmmm - what if you install gnome-shell (sudo apt install ubuntu-desktop). Given that budgie uses GNOME components we need to try to narrow down where the issue is coming from.

I note you are using 32bit - does the issue also occur on the 64bit Ubuntu ISO / 64bit Ubuntu Budgie ISO?
