Update - I discovered that my HDTV has a Dot Clock slider to adjust the dot timing. I believe this corresponds to the "refresh rate". I moved the slider all the way to the right and found a decrease in blinks. (unfortunately, there are no numeric values on the TV's interface to tell me what it is set to)
