Disable the "Laptop" screen in Monitors.
Save as default.
Now the VGA-connected Philips 19" LCD works at the desired 1280x1024 resolution.

Why does Natty think the Acer Veriton N270G is a laptop in the first place? It is a "Nettop", a minimal case with reasonable performance. The Atom D510 processor is common in laptops, yes, but there must be some other reason.
