That's the wrong driver for your system which is why it doesn't install properly.

The best and newest driver for Intel is the one you already have installed:

  /usr/lib/xorg/modules/drivers/modesetting_drv.so

If you really want to experiment with the old driver then the package to install is:

  xserver-xorg-video-intel-hwe-18.04

but I don't recommend it.
