Please update the bug description to clarify if the machine with the faulty HDMI port is the one with a capped resolution.

I experienced a similar issue recently. In my case it was a poor connection on the HDMI plug limiting the available resolutions. The fix for me was to plug in a fresh HDMI cable that cleaned out the socket and then gave a better connection. Full resolution returned after that.
