How to reproduce the bug:

1. Open a Google Chrome or Chromium window.
2. Maximize the window.
3. Switch to another workspace.
4. Switch back to the workspace with the browser window.

The browser will be covered by the xfce4-panels.

If the window is not initially maximized, then this problem will not occur.
