xubuntu: full screen chromium/google-chrome window gets covered by panels when switching workspaces

Bug Description

How to reproduce the bug:

1. Open a Google Chrome or Chromium window (that does not use system title bar and borders).
2. Maximize the window.
3. Switch to another workspace.
4. Switch back to the workspace with the browser window.

The browser window will be covered by the xfce4-panels.

NOTE: If the window is not initially maximized, or if the window uses the system title bar and borders, this problem will not occur.

I'm using Xubuntu 12.10 64-bit.
