wesnoth 1.8 is not the default because it is explicitly meant to be installable side-by-side with the wesnoth (1.6) branch. In the future the wesnoth package will depend on the latest branch version, currently this transition hasn't been done yet.

About this bug, it is a bug in SDL and it was said to be fixed in lucid-proposed after the lucid release. For the time being you can switch to fullscreen mode with ctrl-f and have the clicks work in there.
