I can confirm this bug: I use Kubuntu 8.04, upgraded directly from Kubuntu 6.06.2, and this is the first time I have tried to add a user via the GUI.
The GUI allows me to input all the data for a new user, and then select groups, but once I exit the GUI the user does not exist. I tried logging out/logging back in and rebooting, but no new user shows up, nor does their /home/NEWUSER directory exist.
The CLI tools work fine.
I did activate the administrator mode (which is the only way to activate the Modify/New/Delete buttons).
