unable to add new users / new users not showing in log in window

hello.
sorry if this has been reported before.
ive run into some trouble with kubuntu, this being that it wont let me add a new user using the user management option under system settings.
(system settings - user management)
if i try an add a new user using terminal (eg - sudo useradd -r new user) the new user doesnt show up in the user management section of system settings, and the new user is not showing in the log in window either.
im using kubuntu (hardy, not using kde 4 on the system with this issue)
it was fine a week ago, but all of a sudden this has become an issue, i have no idea why.
i have managed to use the user management section to add a new user, but it doesnt actually create a new user (even though it says it has)

Thank you for taking your time to file this bug and helping to make Ubuntu better. Can you check whether the user is actually getting created by doing "su <username>" in a terminal? It will ask you for the user password and should change the user to the one specified in the above command.
