I don't know, looks to me like the modem was switched correctly:
Bus 001 Device 012: ID 12d1:1446 Huawei Technologies Co., Ltd. Broadband stick (modem on)
Please attach the whole of /var/log/syslog (after checking that there is no sensitive information) to this bug report; we'll need it to make sure any steps happening after the initial detection are running correctly.
