Bug Description
I tried to remember how to upgrade out of LTS cycle (From Lucid to Maveric) and looked:
man do-release-upgrade
No info about config file. See more: update-manager
(Or maybe there could be commandline switch for do that.)

A man page for update manager was added some time ago see bug report #107015.
You can do a distro update with apt-get dist-update. Have a look at the man apt-get for more info.
