unable to fetch new meta-release-development file through otherwise functional apt-cacher

Bug Description
Binary package hint: update-manager
problem: running "update-manager -d" on an intrepid system
- does not offer the upgrade to jaunty
- does not display an error message
the apt-cacher log has an error message:

fetching of packages through the apt-cacher works without problems
setting http_proxy to point to another proxy makes "update-manager -d" work again, as this obviously overrides the proxy configuration in /etc/apt/apt.conf.
I will append apt.conf and apt-cacher.conf.
update-manager should somehow complain if it can not access the ressources it needs to.
the above problem is due to a bug in apt-cacher:

That bug is fixed, but only in jaunty...
Nevertheless update-manager should complain if it fails downloading something.
