Thanks. I did some more web-searching on the issue and found
the name of the process that was hanging in this case. It turned
out to be a messy work-around, but I was able to force the upgrade
to take. It was somehow out of sequence and killing the process
allowed me to get to a state where something else that was needed
was upgraded first. I'm sorry I don't recall (and didn't report) the
details.
