Same problem for me today when upgrading from Kubuntu 7.04 to 7.10 following the instructions here http://kubuntu.org/announcements/7.10-release.php#upgrade.

And yes, https://bugs.launchpad.net/ubuntu/+source/debconf/+bug/150768 appears to be the same issue and exactly describes the errors I saw.
