After upgrading using dist-upgrade:

phillw@piglet:~$ sudo update-manager
[sudo] password for phillw:

** (update-manager:2923): WARNING **: Couldn't connect to accessibility bus: Failed to connect to socket /tmp/dbus-ay9SNzQL49: Connection refused

Software Updater shows as Downloading, but no way to see progress. The window does now show the 2nd screen about what is to be installed.
