update-manager shows no reason for a failure

Bug Description
when updating lubuntu 13.10, I was asked to use update-manager instead of apt-get update and apt-get dist-release. There is no progress shown and the attempt failed with no obvious error message, when there should have been two 404 errors.

After upgrading using dist-upgrade:

Software Updater shows as Downloading, but no way to see progress. The window does now show the 2nd screen about what is to be installed.
