Bug Description
Setting the `Panel Opacity` option in CCSM to a value lower than 1.0 makes the blurred background of every Unity overlay (HUD, the dash, the alt-tab switcher, etc.) to be drawn partially transparent so that unblurred content shows through. The two attached screenshots show the effect of the bug at `Panel Opacity` set to 90% and 50% respectively.

@Bilal did you try to reproduce the bug when confirming?
I tried with nvidia and a Sandy Bridge system the issue did not happen but with a netbook with an old GPU I can reproduce the bug.
