If the png plugin is enabled, (imgpng), then quicklist opacity is being set by panel opacity

Bug Description

On an install with image of 02/15 the upgrade to unity -5.4.0 is causing the quicklist opacity to be the same as the panel opacity
So with a transparent or nearly so panel quicklists become hard to read over light colored windows
(on an A2 upgraded this doesn't happen, quicklist background is static?

This seems to be determined by whether the png plugin is enabled or not.
I've no clue as to whether the intention is to have quicklist opacity adjustable, if so then at a certain point of panel opacity adjustment this becomes undesirable
