I believe this might be a duplicate of #944228. The description there contains valuable input on how to reproduce the issue. I was able to reproduce it as follows:
- open up multiple gnome terminals
- tap the icon twice, the expose effect will be triggered
- after the expose effect, the panel won't hide anymore
