If Chauncellor confirms the bug is still present with my PPA then I will unassign myself from it, because that means this is not the bug I thought it was.

Although, reviewing the bug description I am a little suspicious of unity-window-decorator and how it might interact with the compiz process (decorator plugin). When the degradation happens next, please open a terminal and run:

nohup unity-window-decorator --replace &

Does that restore performance?
