I've been using it and I still get the degradation. However, I had forgotten to disable "Force full screen redraws (buffer swap) on repaint".
Sadly, I'm going to have to leave my desktop until next Monday so I won't be able to test the really hurt machine for a bit :(. I hope that unchecking that option will fix it!
