[vivid regression] brightness keys aren't recognized

Bug Description

Hardware keys on an inspirion 3137 for brightness don't work. Manually setting the backlight via /sys/class/backlight/intel_backlight/brightness
 works properly. This worked properly in utopic and has been broken since upgrade to vivid.

Xev doesn't show a keypress event. Scan codes from evtest are shown below:

Looks like potentially another bug, as apport things I upgraded on my original install date;

Thanks, so as the KEY_BRIGHTNESS{UP/DOWN} evdev events are correctly generated this isn't an udev regression. Thus reassigning to settings-daemon for now, as this is the component that is supposed to react to these keys. This might likely be fallout from the upower 0.9 → 0.99 transition.

FTR, my Thinkpad X230 seems to work differently, the brightness keys are handled directly in hardware there. I don't get an evdev event nor the bubble notifications. So I'm afraid I can't debug this myself easily.

This also affects my MacBook Pro 11,1 with Retina Display running 15.04 (vivid). Brightness keys do not work. But command line /sys/class/backlight/intel_backlight/ does work for manual adjustment.

I can't test / verify this myself, but please try the update I'm about to push to vivid.

If it doesn't fix this bug, reopen it.
