The most visible difference I saw between mate-screensaver and ukui-screensaver is the Unlock screen. It might be possible for this to be converted into a patch that might even be accepted into MATE.
UKUI would need to added to mate-screensaver's OnlyShowIn=MATE; or drop that line entirely.
mate-session-manager would need to have its gsettings schema split out (maybe to mate-session-manager-common) so that UKUI could use it without needing to have MATE as a login option.
Kylin could ship their custom Floating UKUI screensaver in a separate package.
