[wizard] on the security page in spanish, the layout breaks

Bug Description

To reproduce: Flash the phone, select spanish language, go to the next page.

That page has always been a temporary one while I wait for Design to give me the final visuals. I'm not sure I want to put a lot of effort into a short-term fix.

But really, that translated title is really long. If I were to fix this, I suppose I could make the button area background clip the content below it, so we at least avoid the overlapping widgets...

Complaining the translation is too long seems wrong, why the page simply not scrolls if it doesn't fit?

@aacid, the issue is not that the page doesn't fit, AFAICT. The issue is that when the OSK is displayed, the back/continue buttons rise up to still be visible, overlapping the page widgets.

This is very similar to the fixed bug 1362127, and also to a problem I observed in <https://code.launchpad.net/~unity-api-team/ubuntu-system-settings/apneditor/+merge/227534/comments/569187>. It seems to be a common problem when buttons are anchored to the top of the OSK: whatever is above the buttons slides underneath when it shouldn't.

The buttons should be inside the flickable that contains the rest of page, so the buttons scroll with the content above the OSK.
