[Wifi] Other network creation dialog has buttons in wrong place

Bug Description

When trying to add an 'Other network' from that screen, as soon as we get down to the passphrase entry, the buttons are all of a sudden in a very awkward place - they don't seem to move properly with the rest of the screen - probably a bad anchor or something like that. Screenshot illustrates it clearly.

There is already a simple testcase for this in the system settings test plan:

CONNECT TO OTHER NETWORK (MANUAL)

Select 'Other Network'
Enter the SSID and correct password for the network
Select 'Connect'
Verify that the device connects to the network

This should not be fixed for RTM? It's a very obvious bug that anyone would hit.

This is left over from when we had sheets: the "Cancel" and "Connect" buttons were supposed to be in a bar that was latched to the top of the OSK, while the rest of the sheet contents slid up and down underneath. It looks like that has been implemented, but the bar is missing a background. (And the sheet has no horizontal padding.)

So a hack fix would be to add the missing background behind the buttons. The long-term fix would be to replace this sheet with a variation of the standard authentication dialog. <https://wiki.ubuntu.com/Networking#wi-fi-authenticating>

should be simple fix to properly scroll the page up so buttons do not cover the password field, its currently not possible t finish the password r set it visible
