See attached screenshot I am able to reproduce this issue the sandbox environment fails. And launches an apport instance.

It appears that this feature has been broken for a while so should either be dropped or fixed.

This bug was fixed in the package ubuntu-release-upgrader - 1:17.10.3

Come to find out you can also pass the --sandbox switch to update-manager so that needs fixing too.
