I fxed it
please could you try this in a shell command and adjust libraries names accordingly to your distribution/release
export LD_PRELOAD=/usr/lib/i386-linux-gnu/libapt-private.so.0.0:/usr/lib/i386-linux-gnu/libapt-pkg.so.4.12.0
and within the same shell apt related commands ( apt, apt-cache, apt-get ... )
it seems to be an obscure shared lib configuration using ldconfig and ldconfig cache ( I had removed it several time before without fixinfg anything)
