This is not possible with UNE lucid version. As it will be in GNOME Shell soon because you have a GNOME and an UNE session. You can kill your GNOME session manually to get back an editable panel but can't have both for technical reason: https://help.ubuntu.com/community/UbuntuNetbookEdition/ConvertGnomeSession
