Bug Description

When I install Ubuntu without selecting anything until the installer propose me to choose a keyboard, I select French and then it's the wrong french keyboard that is proposed by default : "Français - Français (variante obsolète)" instead of "Francais (azerty)".

Same bug than in Linux Mint MATE (upstream) : https://github.com/linuxmint/linuxmint/issues/50

Interesting... I think you may have found the difference there.

I HAVE to choose the initial locale, otherwise, it just sits there. However, here's what happens:

I chose the default at that very first locale selection, which is English.
Then I chose "Install" as before (not the Try Ubuntu first option).
THIS TIME, when the keyboard selection comes up, it does indeed choose the Variante Obselete keyboard, not the Variante version.

So it appears that, in your case, for whatever reason you're getting that first choice automatically, and that's causing the issue down the road when you get to keyboard selection.

So to summarize:

Choose English at the boot screen on the ISO, and French as the locale once the installer loads, and you get the French keyboard as the default choice.
Choose French at the boot screen on the ISO, and French as the locale once the installer loads, and you get the Francais (variante obsolète) keyboard as the default Choice

So this is still an active issue then in the installer. As I mentioned earlier, you should file a bug against ubiquity with all the info from this.

Cheers
Jeff

Strange, when I start the ISO in VirtualBox, the menu with the keyboards appears immediatly, I don't have the menu where you choosed "Français" and the menu with "Installer Ubuntu".
My ISO starts very more quickly and I have to choose nothing, it's automatic. Could you try with letting Ubuntu choose automatically default choices in menu, until the keyboard menu appears ?

The bug is the same in Ubuntu than in Linux Mint MATE (https://github.com/linuxmint/linuxmint/issues/50) : the default keyboard is "Français (variante obsolète)" instead of "Francais (azerty)" :

I can confirm this bug. I'm not sure it should be against ubiquity though.. although some files do refer to fr-latin9 (i.e. the obsolete variant), a fix might be needed in console-setup as well.

One more thing.. the default for French shouldn't be fr-latin9 (variante obsolete - legacy), but it shouldn't be fr-oss either (variante).

The layout of laptop and USB keyboards sold in France these days isn't fr-latin9 or fr-oss, it's fr (i.e. French, without any variant).

Now, in Linux Mint MATE 19.3 :
- If I choose "English" at the boot screen on the ISO, and "French" as the locale once the installer loads, I get the "French" keyboard as the default choice.
- If I choose "French" at the boot screen on the ISO and "Français" as the locale once the installer loads, I get the "Francais (variante obsolète)" keyboard as the default choice.

None of these 2 keyboard are good. In both case, I should get the "Francais (azerty)" keyboard as the default choice because it's the most common keyboard in France.

Tested with Linux Mint 21 Cinnamon, based on Ubuntu 22.04. The bug is still here, default keyboard should be French - French (AZERTY) but it isn't.
