system language setting goes wrong after installing system

Bug Description

There is no issue in Installing process at the ubiquity for locale settings
I set up locale as this in ubiquity

locale : seoul
language : Korean
keyboard : Korean(101/104)

but, At the first boot up after installation
System shows me wrong settings
some are correct , some are not
please, see the attatchment png file

In the language support ,
It should have shown to me a Korean language and regional formats in Korean
but it doesn't , English was default and the Regional Formtas either

It happens to Ubuntu 15.10,

but, it doesn't happen to Kubuntu 15.10

Targeting this against Ubiquity which is our best guess, hoping that it will find the right target, unless it actually is Ubiquity.

This bug was resolved due to this timezone issue has fixed.
