system locale setting goes wrong after installing system

Bug Description
There is no issue in Installing process at the ubiquity for locale settings
I set up locale as this in ubiquity
locale : seoul
language : Korean
keyboard : Korean(101/104)
but, At the first boot up after installation
System shows me wrong settings
some are correct , some are not
please, see the attatchment png file
In the language support ,
It should have shown to me a Korean language and regional formats in Korean
but it doesn't , English was default and the Regional Formtas either
I am not sure if it is related to system ,or gnome-language-
I report it to the fisrt assumption ubiquity category
