Works for me with the same version [2.82 (14160)]. It did take a long time to download! I have 276,381 rules.

You could try adding a cron job as described here: https://gist.github.com/johntyree/3331662

I would advice trying to ping john.bitsurge.net it maybe blocked on your network or DNS?
