Seems like I fixed the problem?

By default on Xubuntu 23.10, `/etc/thermald/thermal-conf.xml` does not exist.

Run `sudo apt install dptfxtract`
This creates `/etc/thermald/thermal-conf.xml.auto`

sudo systemctl restart thermald

sudo systemctl status thermald
