I've reported the same reproducible issue on Raspberry Pi troubleshooting forum with Ubuntu 22.04.3 LTS 64-bit server as I was not aware of this bugreport:

This does not work for me as the service is re-triggered by other cloud services.

Confirmed the following:
- Ubuntu 23.04 server 64-bit: Fixed, normal boottime
- Ubuntu 23.04.3 LTS server 64-bit with all updates: No solution?

Am I correct that there is still no solution for Raspberry Pi4 Ubuntu 22.04.3 LTS 64-bit server?
