If you are running a desktop system and you see this issue, you should run:
$ systemctl disable --now systemd-
This will disable systemd-networkd and associated units, including systemd-

When all interfaces are "not required for online", e.g. when they are marked "optional: true" in netplan, systemd-
[Test Plan]
1. Create a new LXD container. These instructions assume jammy is the release, but the same can be done for lunar.
$ lxc launch ubuntu-daily:jammy jammy
$ lxc exec jammy bash
2. Once in the container, modify the default /etc/netplan/
$ vi /etc/netplan/
$ cat /etc/netplan/

3. Re-generate and apply the netplan configuration.

Which makes no sense, given eth0 is up and running.
I've made no changes to the default network settings and everything worked up until the update. This also doesn't bother me TOO much, since after the timeout of about 2 minutes, things continue as usual. Just a bit annoying and I was honestly wondering whether I was going crazy before I (luckily) stumbled upon this.

So, this system is quite old. I think the first install was 16.04 and it went through a bunch of upgrades (mostly interim until 20.04 and then to 22.04). It would not surprise me if things weren't pristine. I'll give some info and you can tell me what else to provide:

Is this documented somewhere? What software or script, during system installation, is meant to ensure this? I have not seen warnings emitted from postinst (as added for /etc/network/
I am not certain it needs to be, as
A) wait for any/all managed interfaces in configuring state and
B) wait for any/all unmanaged interfaces
appear to be sufficiently distinguishable cases to let systemd do A without also doing B, with or without the (orthogonal) "any" modifier.

It is not a typical configuration to have both services running.
It makes sense to have both services running, IF you have configured separate network interfaces to be managed by each. But this is a very uncommon configuration.
The expectation is that the services are dynamically enabled only if netplan has configuration for the corresponding backend; or if the user has chosen to manually enable it bypassing netplan.

Hi folks,
I landed here while investigating issues running Ubuntu 22.04 (Jammy) on WSL2. I tested the proposed version and have mixed results.
NetworkManager is not installed. systemd-network is enabled, but I don't know if WSL actually uses it.
Like 249.11-0ubuntu3.10, 249.11-0ubuntu3.11 also times out for me when run as follows:

I'm having the same effect like Werner. On a vm with jammy server, plain install - after an update today systemd-networkd delays booting. After removing the "optional: true" statement, the boot behaviour is normal.
Strange enough, thought this statement should do just the opposite.

Werner seems to be seeing a hanging problem with 249.11-0ubuntu3.11. Looking at the debug information, it seems that there's a *non*-ignored interface present, and so they're not running into *this* bug, but are probably hitting the same problem reported on the Pi images?
Shaun (#37) doesn't specify the version, but I infer that they're using the version in -updates, not -proposed, so they're probably hitting the bug this upload is fixing.
So I *think* the next step here would be to release *this* package to -updates, as it seems to fix what it claims to fix without regressing anything else *over what's already in -updates*, and then file *another* bug (possibly against netplan?) to cover the “the real interface is marked as optional: true, but there is another, unmanaged interface” problem?
The assumption here is that this is *not* a regression over what's already in -updates - @Werner, @Dave, can you confirm that?

How exactly was this not handled automatically in the upgrade process for 20.04->22.04? Isn't that the whole point of that automation?

From looking through the various comments I have observed the same that either (a) a user is not testing with -proposed, or (b) they are in a slightly different situation (but see the timeout nonetheless, hence find this bug report).

Is it by design for unmanaged interfaces to cause a timeout? Shouldn't wait-online exit immediately if all interfaces are optional OR unmanaged?
On the Raspberry Pi server image the default cloud-init network configuration only includes the eth0 interface. But e.g. Raspberry Pi 4 also has a WiFi chip, hence leaving the wlan0 interface unmanaged. This results in a timeout on a clean system.
The comment #52 seems to exhibit the same issue, but with eth1.

I'm curious if this bug is still being investigated. RPI4 with wlan0, eth0 and eth1 (USB3 using r8152 driver) definitely manifests this bug. I need to wait ~30 minutes before either wlan0 or eth0 becomes available in order to restart systemd-networkd to activate eth1 and then ip link set up eth1. At that point the network appears stable until next reboot.

I hesitate using the word arbitrary but given how RPI4 utilizes both networkmanager and networkd it appears arbitrary to state that only networkmanager should be used in a desktop installation - at least I cannot find any documentation that supports not using both simultaneously. That said, I have been running this configuration for at least 2 years without issue *until* systemd was updated.
I'm a new Ubuntu-One user and this is my first post after waiting patiently for post #52 & #58 to get responses from anyone - so please forgive (and forget :). Constructive criticism humbly accepted.

This bug report is about a change in behavior of the systemd wait-online
target at boot. "Need to wait 30 minutes before network device becomes
available" sounds unrelated. You should file a separate bug report for your
issue.

I would not be surprised if your issue was at least related as you have a bunch of unconfigured interfaces. As far as I understand, the fix discussed here only addresses the case when an interface is marked as optional. However, the same timeout occurs also for UNMANAGED interfaces - a behavior which does not make sense to me. At least that is the case on my Raspberry Pi using the server image.

It appears this or similar problem has been around for a while but as I stated in my earlier post I only encountered this timeout issue after the update and it still exists in 249.11-0ubuntu3.11. After the dreaded timeout (and for USB3 dongle eth1 a restart of systemd-networkd) both eth0 and eth1 'networkct list' them as 'configured' as seen in previous post so unless I'm misreading this both interfaces are managed by networkd.

I encountered the same problem after an update as well.
The upstream issue I linked to, although quite old, discusses systemd version 252.3, whereas at least jammy has a patched version of 249.11 - which is even older.
And you do have e.g. wlan0 unmanaged as do I, which alone causes the timeout for me. There are ways to work around it, sure, but as it stands now the LTS server image for Raspberry Pi is effectively broken by default.

My shotgun approach may seem unorthodox but I've been frustrated since I am confident the systemd update created this issue. However, I withdraw my hesitation to use the word arbitrary. :D
Data point 1: Imaged a vanilla RPI4 with Ubuntu 22.04. The only thing I changed was the netplan config to mimic my ethernet config for eth0 and eth1 (USB3 dongle). Fails as before with systemd-
Data point 2: do-release-upgrade of newly imaged RPI4 to 23.04. Still fails with systemd-
Data point 3: do-release-upgrade of newly imaged RPI 23.04 to 23.10. Works flawlessly. No timeout. Systemd-
Data point 4: Performed the same do-release-upgrades on the original failing RPI4 and the same resulted on 23.04 and now 23.10. I now have my original RPI4 working like it was prior to the systemd update. I guess I should be stoked, and I am happy to be relieved of that dreaded timeout but I wanted to pass on this detail in case it sparked a level of interest. I can't imagine that I am the only one that has experienced this. And even if I am it is so curious. Best regards --any :D

There is no workaround for this with the stock netplan config on raspberry pi, which trips this bug. But you can customize /etc/netplan/ on your system to mark your expected/required network interfaces as "optional: false" (which is the default if unspecified); AIUI that would avoid this issue with systemd-networkd.

Unfortunately this doesn't appear to work. I've tried this on the
current noble dailies (which also suffer the 2 minute boot delay on
the server images due to this issue). The default netplan config is
simply:

This displays the issue, even with --any presumably because wlan0 is
unmanaged so networkctl reports the online state is "unknown" (even
when eth0 is happily configured and routable).
I attempting making wlan0 "managed" but optional. This requires a
mandatory access point to be defined to conform to the YAML schema, so
I added a fake one (I should open a separate issue for this because I
shouldn't have to make up access points just to mark an interface
optional):

Unfortunately this also displays the issue. This time wlan0 is
managed, but "configuring" and the online state is still "unknown". So
far as I can tell, the --any option doesn't match the behaviour
claimed in the man-page (i.e. "exits with success when at least one
interface becomes online").

This *does* work ... assuming the Pi actually has a network interface.
If the Pi is networkless, it's unfortunately doomed to the 2 minute
delay still. And obviously I don't want to make eth0 mandatory by
default in the images (which would break the 3A+ and Zero 2W, which
lack eth0 entirely).

I have a number of RPi installed with Ubuntu Server 23.10 (64 bit) installations in Nov. 2023. They do no have this problem. Installing the same OS about a week ago on the same RPi, causes the problem. So the problem was likely caused by something Ubuntu released between Nov. to March.
