It makes sense to have both services running, IF you have configured separate network interfaces to be managed by each. But this is a very uncommon configuration.
The expectation is that the services are dynamically enabled only if netplan has configuration for the corresponding backend; or if the user has chosen to manually enable it bypassing netplan.
