This bug will also not let you edit a software source (like changing one from quantal to precise).

Doesn't let me edit the sortware sources (changing from quantal to precise) even if it let me do it before.

Correct! I've got the same problem with an older software that's still on PPA and must be added under maverick. I have to remove the entry in Software Updater and create from scratch. The change is just not permanent.
Very, very buggy.

Ah, what is this: (tried to run $ software-
ERROR:dbus.
May explain why it takes up to 30 seconds until my machine reacts again after clicking 'OK' in SU.

oops this should read $ software-
sorry

Same happens on Trusty.

Editing a ppa in Utopic presents a crash report occasionally. Removing and adding work perfectly.

for me it appeared when i wanted to change repo for dolphin emulator, whch he didnt do. Then i unchecked the ppa and everything went well. Hope this helps in this particular scenario
Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.
