I don't mean to be rude, but are you 100% sure you are using it correctly?
First of all the ubuntu the package is: language-pack-fr-base
If you have that package installed REPLACE this file:
As you can see in the attached screenshot, only 33% of the french translation is included (green colour), and about 44% is new and *not* packaged (purple colour).

..with your 100% translated file. It should be in .mo format (NOT .po). /translations. launchpad. net/ubuntu/ karmic/ +source/ software- properties/ +pots/software- properties/ fr/+export
