Binary package hint: software-center
The full set of rating stars in the Software Center list views are not shown initially on first launch after a fresh install.
TEST CASE:
1. Start with a fresh Natty install. DO NOT start Software Center yet (see note below).
2. Upgrade to Software Center 4.0.2 in natty-proposed.
3. Launch Software Center 4.0.2 and navigate to the "Accessories" category.
4. Verify that ratings stars are shown in the list view.
* Note that this procedure skips reproducing the initial failure. That's because this error condition is corrected by a subsequent install of the software-center package. This procedure, then, tests the specific failure condition.

I don't know if this is related or not but maximum rating displayed for any application is 10 only....Chromium, GIMP, VLC, Firefox all show a rating of 10 while actual is quite higher. Should I file a separate bug for this? Here are some screenshots:
