For Ubuntu the "Report a Problem" functionality has been integrated into lots of applications and is the preferred way to report a bug.
Additionally, apport has a command line interface, called apport-cli, where you can report a bug about a specific package via 'apport-cli -f -p PACKAGE' which is useful for non GUI applications.
