I don't think that launchpad has a SOAP interface, so it's not just a two line quick change. The program would have to be redone using something else (maybe using the python-launchpad-bugs library). I don't understand why the importance is set to wishlist though, as it's totally pointless to send the bugs to the debian bug tracker for a ubuntu package.
