From what I see and understand, this debdiff is:
- a rebuild (therefore, no change)
- a fix to the two previous uploads (strange and useless build-dep change and remaining change missing in the changelog)
I don't think the second point is worth an upload, and the first point, in this case, doesn't require an upload at all.
You need a rebuild when the package has already been successfully built (which means that the binary packages have been released).
In this case, you need a give-back. Ask a buildd admin (Tollef, Martin Pitt) to give-back (which means retry the build) regexxer on all arches.
