regexxer 0.9-1ubuntu2 FTBFS fix

Binary package hint: regexxer

Latest regexxer revision failed to build in all archs for a bug in one of the lib deps, now it needs a rebuild to get the fix in. Adding a debdiff for this issue.

From what I see and understand, this debdiff is:
 - a rebuild (therefore, no change)
 - a fix to the two previous uploads (strange and useless build-dep change and remaining change missing in the changelog)

I don't think the second point is worth an upload, and the first point, in this case, doesn't require an upload at all.
You need a rebuild when the package has already been successfully built (which means that the binary packages have been released).
In this case, you need a give-back. Ask a buildd admin (Tollef, Martin Pitt) to give-back (which means retry the build) regexxer on all arches.

bringing packages closer to debian (eliminating senseless build-depends diff) is always worth an upload.

Andrea, can you please improve changelog documentation and add the missing outstanding merges comment to the initial merge comment ... then this will go up :)!

regexxer (0.9-1ubuntu3) gutsy; urgency=low

  * upload to rebuild (LP: #123807) and doing package housekeeping
  * bringing build-depends in synch with debian again
  * documented previously forgotten ubuntu change: ' include /usr/share/cdbs/1/rules/simple-patchsys.mk.
    in debian/rules' in 0.9-1ubuntu1 changelog's entry
