I'd say that the Ubuntu package should install a geoclue provider by default with this package, the other way to establish a location is through the 'gnome-clock' which is now deprecated in favor of Unity.

It gets fixed by installing a geoclue position provider, eg:
$ sudo apt-get install geoclue- ubuntu- geoip
And later
$ redshift
Makes the problem go away, it's related with bug: https:/ /bugs.launchpad .net/redshift/ +bug/806364
