It gets fixed by installing a geoclue position provider, eg:

$ sudo apt-get install geoclue-ubuntu-geoip

And later

$ redshift

Makes the problem go away, it's related with bug: https://bugs.launchpad.net/redshift/+bug/806364

I'd say that the Ubuntu package should install a geoclue provider by default with this package, the other way to establish a location is through the 'gnome-clock' which is now deprecated in favor of Unity.
