It would appear not. As noted in the original report, clicking on another window seems to force the PuTTY window to update immediately - and using print screen to capture either an image of the window or of the whole screen seems to force this too.
Even using CTRL-rightmouse to attempt to do something within PuTTY itself fixes the window.
