PuTTY window update issue with Ubuntu 13.10

Bug Description
PuTTY was working fine on Ubuntu 12.04 LTS. Now on 13.10 I have an issue where the window updates seem to lag by a few seconds or even many, many seconds. Clicking on another window seems to get the PuTTY window to update immediately.
PuTTY version is "Release 0.63".
The problem happens with Ubuntu SSHing to another Linux box on the local LAN (thereby eliminating any other operating systems from consideration and eliminating internet glitches from consideration). In any case I can tell that it's not a network lag issue because sometimes the window shows lines of text that are only partially updated i.e. top part of one line of text with bottom part of another line of text.
Copying the PuTTY program from Ubuntu 12.04 and running it under 13.10 avoids the problem. That version of PuTTY identifies itself as "Unidentified build Aug 7, 2013 12:25:03".

Update: It has been pointed out to me that this problem is worse with a bigger terminal window size. With a full screen terminal window (for me that was 186x55) running the PuTTY version from Ubuntu 12.04 under Ubuntu 13.10, it also malfunctions.
So I suppose that the version of PuTTY from Ubuntu 12.04 is better at masking the underlying problem but the problem remains somewhere.
