It seems that I have the same problem.
Starting a session the volume indicator is muted.

Architecture: i386
DistroRelease: Xubuntu 9.04
Package: pulseaudio 1.0.9.14-0ubuntu20.2
Uname -rsm: Linux 2.6.28-15-generic i686

Sorry if it is not the same issue. I found very few related problem on the web.
