Comment 3 for bug 1398506

I'm suffering this same problem, it fails to restart manually or when rotating logs.

I've made a "dirty" solution, modifying /etc/init.d/proftpd, that solves the problem just waiting one second between stopping and starting the process again. Patch is attached.
